Why fix what isn't broken? The military loves tradition, I doubt they'll mix ranks. Plus, in... Fall of Reach I think, John meets Colonel Ackerson, and notes how he's the equivalent of a Navy Captain. Or some similar scenario, or more, in one or more of the novels.
Plus, your list is made entirely on your own speculation, especially since you include "grades" for each rank, which are just mechanisms encorporated into a player ranking system to make progression more fun. In reality, there are no "grades" for each individual rank, and I doubt the military would ever go to such a system.
Here's how rank works in the US military (can vary from country to country, but most countries have a very similar rank titles, and officer ranks rarely, if ever, vary), which the UNSC's ranks resemble closely:
Army:
E-1: Private
E-2: Private
E-3: Private First Class
E-4: Specialist or Corporal (Army troops in Reach sometimes have SPC rank)
E-5: Sergeant
E-6: Staff Sergeant
E-7: Sergeant First Class
E-8: Master Sergeant
E-9: Sergeant Major or Command Sergeant Major
Marine Corps:
E-1: Private
E-2: Private First Class
E-3: Lance Corporal
E-4: Corporal
E-5: Sergeant
E-6: Staff Sergeant
E-7: Gunnery Sergeant
E-8: Master Sergeant or First Sergeant
E-9: Master Gunnery Sergeant or Sergeant Major
Air Force:
E-1: Airman Basic
E-2: Airman
E-3: Airman First Class
E-4: Senior Airman
E-5: Staff Sergeant
E-6: Technical Sergeant
E-7: Master Sergeant
E-8: Senior Master Sergeant
E-9: Chief Master Sergeant or Command Chief Master Sergeant

Navy (Naval ratings are a little confusing, as they can vary depending on one's job, I believe. I think the following are the standard):
E-1: Seaman Recruit
E-2: Seaman Apprentice
E-3: Seaman
E-4: Petty Officer 3rd Class
E-5: Petty Officer 2nd Class
E-6: Petty Officer 1st Class
E-7: Chief Petty Officer (CPO Mendez, for example)
E-8: Senior Chief Petty Officer
E-9: Master Chief Petty Officer (John-117, for example), or command, fleet, or force Master Chief Petty Officer
Naval Officers:
O-1: Ensign (seen in Halo on multiple accounts, Ensign Lovell, for example)
O-2: Lieutenant Junior Grade
O-3: Lieutenant (Keyes when working with Halsey before SPARTAN-II project)
O-4: Lieutenant Commander
O-5: Commander
O-6: Captain
O-7: Rear Admiral (lower)
O-8: Rear Admiral (upper)
O-9: Vice Admiral
O-10: Admiral
I'm not sure where you got those ranks though... the Halo 3 ranking system?
