Here is how to do it:
Search your computer for a folder named Catroot2, rename it and delete it. You need to do this almost every time you start, now you go to the Component services and set it so it is off at all times. This is what made it work on my computer, and there are actually 2 catroot folders, one will not delete or rename, so it's the other one. DO NOT delete the catroot one folder or any catroots not in system 32.
