They said that in Halo 2 to provide an explanation as to why they aren't seen in the first game. However, it appears Bungie for some reason, had gotten quite fond of the bullet absorbe- I mean Brutes and decided to inject them into prequels and what not. So while they're one of the last races to join the Covenant, they joined a while before the Human-Covy war started.

Except, you know, Brutes were the ones who glassed (started glassing?) Harvest.

Brutes are the latest to join the Covenant, but that doesn't mean that it was a recent event.

Uh, no. While the Fall of Reach did break Canon, you are wrong about the last bit. While they were the latest species to be absorbed by the Covenant, the Brutes had been in active service to the Covenant long before the Human-Covenant War. In fact, they were one of the first species encountered at Harvest.

You didn't see them in Halo: CE because the Fleet of Particular Justice does not have Brutes with them (Elites hate Brutes).

Each alien species joined the Covenant at these times, Earth calendar:

852 BC: The Elites and Prophets consent to the Writ of Union, forging the Covenant and ending their devastating war between each other.

Unknown time: The Elites find the Engineers in various Forerunner structures throughout the galaxy. They are enslaved into a lifetime of servitude.

784 BC: The Hunters are found by the Covenant. While they were overwhelmed on the surface, the Covenant began to glass the Hunter homeworld, forcing them into submission.

1112 AD: The Drones are found by the Covenant. Their lack of intelligence made them easily absorbed into the Covenant, more like dogs than soldiers.

1342 AD: Jackal pirates join the Covenant in exchange for riches such as gold. Eventually, the payments would stop and the Jackals would become permanent members.

2142 AD: The Grunts are enslaved by the Covenant.

2492 AD: The Brutes are found by the Covenant. The Brutes had recently been engaged in a massive civil war, and the Covenant easily picked up the pieces.

2525: Humans make first contact with the Covenant.

2552: Reach is destroyed.

The reason the Brutes were not in CE is because Bungie hadn't thought them up yet. But if you want to look at from a storyline issue, it's because the fleet that followed the Autumn to Halo, called the Fleet of Particular Justice, did not have Brutes serving in it. The fleet was one of the last few "pure" fleets without Brutes.

Idiot. Brutes joined the Covenant in 2492 according to Halo canon. Just because they weren't in Halo CE doesn't mean that they weren't part of the Covenant.

Cpt. Cutter, for those who don't get the referance.

I always beleived that Brutes were assigned to low priority missionsto accompany their low rank in the military, whhich is why they weren't on the first Halo.
BUT they were on Reach because the Covenant hit it with any and all forces it could muster, which explains their appearances there.

That's how I always looked at it, anyway.

This is how it whent

-852 BC- end of sangheili (elite) and san'shyuum(prophet) war. ( Start of covenant)

-784 BC- Lekgolo(hunters) join the covenant

-1112 AD- The yanme'e (drones) join the covenant

-1342 AD- The Kig-yar(jackal) Join the covenant

-2142 AD - Unggoy (grunts) join the covenant

and last but hell not least

- 2492 AD - jiralhanae ( brutes) join the covenant.

There were just no brutes in the fleet that went to Installation 04, thats why u don't meet them in Halo CE they were still in the Covenant.

Reach has nothing to do with when the Brutes joined.
They joined long before the Human-Covenant War. They were the ones who tryed to contact the humans on harvest, and then glassed the planet.

The reason there where no Brutes in CE, is because the Fleet Of Particular Justice,(The fleet that chased the POA) was headed by Thel Vadamee, an Elite supreme commander. The Elites did not like the Brutes and so no Brutes where in his fleet.

They joined last but that was still before we first encountered them. Brutes were responsible for the attack on harvest, the first world attacked by the covenant.
