Map Requirements
The map should consist of at least three (3) spawn points in different fortified areas which will act as cells. There should be a large wall or similar object(s) used as the line-up/observation wall. The play area should be enclosed. There should also be an area reserved for the Juggernaut as a safe place. The map can be as complex and as big as desired, but the above requirements must be met.

Gameplay
When the game begins, all players who do not start as Simon (the Juggernaut) are to remain still until told differently by Simon. When Simon gives a command, all inmates (players) are to do exactly as Simon says (see "Acceptable Commands"). In order for the command to be a valid command, Simon must first say "Simon says____." If an inmate does not follow the command, it is the right of both players* to be able to shoot and kill each other. If Simon fails at killing the inmate and dies, the killer will then become Simon. The same applies if Simon gives an invalid command.

-Acceptable Commands-
>Jump (must say any of the following: in place, left, right, forwards, backwards, towards object/Simon, away from object/Simon).
>Spin (must say any of the following: clockwise, counterclockwise, 360/180/90/45 degrees).
>Jump while spinning (must jump in place and spin clockwise/counterclockwise).
>Crouch
>Shoot (any amount)
>Shoot inmates (once or until death).
>Swap places
>Face object/Simon
>Go towards/on/in object
>Look up/down**
>Nod/Shake head (Up and Down/ Left and Right).

Some commands can be combined, for example: Jump while looking up and spinning clockwise. However, if Simon does not say to stop a command before the next command, it is expected that the previous command is continued while the new command is executed.
The first command of the game shall allow the inmates to exit their spawn areas (e.g. "Line up on the Wall").

*Both players, meaning only the players that have failed to follow the command. All other players are expected to continue the command.
**Looking up/down, meaning as high up/low down as possible.

-Other Gameplay Rules-
Simon is not to be in the safe area for more than one minute at a time and may only enter the safe area three (3) times per round*. If Simon enters the safe area more than the specified amounts, it is the right of the inmates to shoot and kill him/her and continue gameplay.
All players are not to fire weapons unless fired upon or fails to follow a command.
Simon may not exclude any inmate from a command, for example: "Simon says player 1 jump in place while player 2 crouches" is an invalid command and may result in all inmates to fire upon Simon.
If any of the following rules are broken by an inmate, it is Simon's choice of either killing the inmate or assigning cell time for the remainder of Simon's rule.
If any of the following rules are broken by Simon, all inmates may fire upon him/her until death and continue gameplay.
If an inmate does not follow punishment, he/she will be banned from gameplay.

*The player may only enter while they are Simon and may only enter three (3) times per the entire round.
