You're off to a good start. This is a good example of breathing new life into an old image. i don't know the extent of your knowledge regarding graphic design and animation but a few things you could do to improve the overall quality of the animation are:
1) Separate the wolf from the outer circle so when you rotate the wolf the circle does not rotate with it.
2) Just before the wolf looks up and howls, you should lower the head a bit. This is called anticipation, a basic animation principle. You've probably seen this a thousand times in cartoons where someone leans back before they take off running.
3) Add more keyframes and speed up the FPS to give it a smoother transition. Also, adding some motion blur during the movement might help sell it.
Overall, I think you are on the right track, you have a few days to work out the kinks and improve it. I would go with your brother's advice and submit it when the time comes. You will never know how far you can go unless you try.
