Okay, for the snow hornets from Halo 3 they said it was the same vehicle, just reskinned right? And Bungie could do that. Isn't every single chestpiece in the game just a skin that goes over the default chestpiece? And maybe the same could go for helmets, except the base isn't the default helmet, it's a small invisible head. I've also noticed that a flag is just a reskinned hammer, because they both have the same melee. But now they can add flames to it? I don't know its weird, I don't know if this supports the argument for new armor or not but it's just an interesting little note.
No, it does not. The Avalance Hornet could not fire rockets and it could not be used on any other map, why? Because the older maps didn't have that hornet coded into them. As for the hammer/flag thing you say, it's not asif they added the hammer after the flag, both shipped with the game so they were already coded in. New chest pieces are not coded into the old maps therefore they cannot be used on older maps. But, they might already be there and can only be unlocked through achievments from say the next map pack.
