One argument I have towards new armour is that Bungie spent a long time developing the touted player investment system designed as a carrot on a stick.
So don't you think it's strange that I'm a general, I've been playing for 5 months, I've earned 3 million credits out of a possible 16 needed to reach max rank and I've unlocked everything?
With the exception of two more insignificant helmet attachments I've apparently have access to the entire armoury, I'm roughly 20% of the way through the ranks but I've revealed all of the armoury?
You'd think that Bungie would taylor the system to reward really high level players and you'd expect to see a lot more new stuff unlocking at higher ranks to keep the carrot on the stick and keep people investing.
It's hard to believe that roughly 80% of the raking system is still in front of me but there's no more new armour to be accessed. I'm only on the first few steps of the ladder and I can see all the armour?
Obviously this isn't really proof of anything but it makes sense and seems highly logical to compartmentalize and introduce new armour for high level players.
And, if the armour is unlockable through vidmaster type achievements or high levels they can't very well say the armour is part of the map pack cause people would buy the map pack and then say "yo, where be my armorz, I paid tha money but I still have to earn this junk .... boo-urns"
lol, I'd be willing to work for credits even if i bought the armor, unless it was completely out of the question (like 2,000,000 cr for a damn crappy helmet) as long as they kept most of their additions in the 100,000-200,000 cr range.
