I assume you are talking about XBOX since you mention system link and console, so that is what I will answer.(even though you are in the wrong forum)
You do need two copies to run the game on system link. There is no way to run the game on both without two DVDs.

It's ok. I don't mind, it's mostly the mods that mind, and when they see this they will take care of it by moving it or locking it.
