Halo 2 is actually my favorite campaign.
It displayed the inner-workings of the Covenant. As a medium for story-telling, it did this part very well. We've been shooting-up elites for so long, but in the level Uprising, there's gotta be some sympathy for them when you're slicing through brute troopers.
Cortana and Chief's connection, and their separation, also adds to the game's mood.
So as for plot, I consider this the Empire Strikes Back of the Halo games.
And I actually found the Gravemind to be a fantastic idea (although "I am a monument to all your sins!" was a bit melodramatic).
The Flood were scary in Halo: CE in that they popped out at you and looked gross, but that lost it's flare after running through the campaign for the umpteenth time. The Flood of Halo 2 (with the Gravemind), is creepy. It's hard for a villain or bad guy to come back in a sequel and still have a significant effect on the audience. The Flood does this in the transition into Halo 2 because they've changed. They're not just "space zombies" (which was enough for them in Halo: CE) they're a dangerous, organized galactic parasite. And when they break containment on Delta Halo, there's a sense of fear, crisis, and urgency to be felt.

I really don't care what IGN ever says. I occasionally use the site for trailers before they're on youtube. I wish the OP posted some of IGN's reasons for not liking Halo 2 (if they even did bother to formulate an argument), so I could address those points in this post.

That's like 4.5 vague sentences per game.
And they put Halo: CE at number 4? And Halo: Reach at number 1?
I'll agree with them that ODST should be up high, but Reach's characters were so bland. Every time I just started to like one, they would die. And Jun was just terrible, he had no personality, yet he lives! I like the gameplay of Reach, but number 1 in the category of overall campaign? I don't think so, and especially not with Halo 2 as number 5 of 5.
