Even if Halo is activated, the impulse would take 25.000 years to reach its maximum range, supposing it can travel at light-speed, so in every case we have plenty of time ahead.
And even if one halo emits the signal for the activation of others, well...it would take the same way several years to reach the next one (supposing each halo at least some-thousand years away from the next).
Even If we suppose Halo is a light-year away from Earth, there is some time to worry about it... ...I can't imagine the Forerunners so dumb (it's all about relativity). I think Halo acts as a sort of power-ring (like the Machine in "Contact") that can create a wormhole in his centre and only then do what it is meant to do..
