If you’re just starting legendary then just to let you know, it isn't a slight step up from heroic, it is way harder. Enemies double or triple, your shield goes down almost instantly (and then so does your health) enemies fire much faster, and everything is harder to kill. So here are some ways to get past it.

1: Always take cover when your shield is low.
This is very important, since your shield drops easily, always be near to cover so that you can easily slip behind a rock or wall or whatever works. You can even make cover if you want to, it’s simple, take a worthog, tank, or banshee (they might be able to hit you when your behind a ghost) and park it in front of you, and there you go.

2: If you lose too much health at a not-so-hard part then revert to saved and try over.
To save health, you might need to revert to your last checkpoint, or just go suicide. Sometimes you mess up and throw a grenade near you or fire a rocket too close or just let them gain up on you, all of those things can get you from full health to red, so don't wait for a health pack just try again. But if you stay in blue health then your still good.

3: Stealth, Take out the enemy without them knowing that your there.
This will save you lifes, whenever you can, take out elites or grunts or jackels with just whacking them in the back, then if they're too many then sneak past them, some places in AOTCR you'll need stealth. Don't waste ammo if you don't have to.

4: Sniping, one of the greatest ways to get elites and anything else out of the way before you even get there.
The Sniper Rifle is a great thing in halo, can take out red elites in two shots, gold elites in three shots, sliver/Active Camo elites in one shot, and blue in one shot, at least when you get them in the head. If you want more on sniping then I'll leave it to Hikaru 119's guide to sniping, it's very good.

5: Fools Rush in
Don't just run out into the middle of the enemy, you'll be dead in like 7 seconds. Use sniper weapons (sniper and pistol) to knock out as many as possible and then engage in trying to fight close. Pistols are the key to knocking out any grunts or jackels before taking out elites, what you don't want to happen is when you kill all the elites, but some grunts or jackels kill you. Take out annoying covies before attacking bigger ones.

6: Grenades
These things can save you life multiple times. Plasma grenades are great against elites, just stick one of these to an elite and bam he's dead, any body part will do and if he's near friends, then they're probably dead too. Use Frag grenades when you need them to go off fast, they're great against jackels and when they're in groups and don't know your there then throw one in and they probably won't notice it. It’s good against jackels and grunts, but stick to plasma for elites. Always try to have grenades with you.

7: Your enemies and you
Elites can be a pain in legendary, especially when there are multiple elites or when they swarm you with grunts and jackels. Just remember the things I wrote and take it slow, kill one covie at a time if you have to. One of the best weapons in the game is the pistol, it works wonders. Headshot grunts with it and jackels as well. The pistol won’t be that effective on elites because of their shield, you take their shield down and then it will be effective. One of the best ways to kill elites is to strike first with a plasma rifle or pistol, because the plasma rifle stuns him long enough so that his shield will go down and you can finish him whatever way you want to. Hunters, still easy, you know the whole weak point in the back thing, anyways moving on.

8: Vehicles
They can either be a pain or a blessing, lets talk about enemy vehicles first.
The covenant’s main vehicle is the ghost, ghosts are a threat especially when they are near to you and you don’t have good weapons. Ghosts will run you down or shoot you and is very annoying. Try just sticking a plasma grenade to this thing. Next is the Banshee, there aren’t too many of these things but they can still be a problem. When in a vehicle yourself, banshees have twin fuel rod guns and could kill you if they hit you with it, but they only fire it if you’re in a vehicle or turret. The best way is to try and dodge as many as the shots as possible and shoot it with a pistol, rocket launcher, or shotgun. Then the Covenant tanks on AOTCR and 2 betrayals, they can do some damage. They fire much faster than in heroic or anything else than legendary and have pretty good accuracy, best thing for this is to stay back and fire rockets at them, anything else isn’t very effective. Just watch where the shots go. Now your vehicles, good for getting places faster, with more fire power. Covies will try and throw grenades on your vehicles and will do a lot of damage if they succeed. Don’t expose your vehicle in the middle of a swarm of enemies or it’s bound to leave you stranded there with your covie friends.

9: The flood
Pure evil, the flood is. Best weapon against the flood of course, shotgun. If you shoot a flood fighter from a long or semi-long distance then it’s bound to get back up. Flood love to melee fight, they will sometimes skip shooting you and just run straight at you, shoot them with a shotgun, pistol, or if you don’t have any of those then use an AR. Main rule with the flood, make sure they stay dead. You don’t want to be surprised by flood that you thought you killed. Another rule, when around the little flood don’t let them get you with your shield down, they’ll suck the health right out of you. Watch out for flood carriers too, the explosions can do a lot of damage and then the little flood will kill you.

10: Last rule, don’t be an idiot
If you’re starting legendary then you have to have beaten heroic and you know what kind of weapons the enemy has and you know where a lot of weapons are, use this to your advantage and always be one step ahead of the enemy, you should know how far health packs are and use them when you need to. You should know what lies ahead and conserve ammo for it. Make sure you have grenades and plenty of ammo at all times because a lot things in legendary will be very hard when your motion tracker shows like 50 million red dots closing in on you and you have nothing good with you. So go beat legendary now and be ready for Halo 2. (and dont kill you MARINES!)

Easiest way to get through Legendary (though the cheapest)

CO-OP- Only send 1 person in to large groups while the other person hides.- They die,
Regenerate, then you go in trading off and on

but if you feel you need a fair approach, here's how I do it--

Always be weary of your health, knowing how much you have and how much you might need
If you're low on health, pick enemies off from far away or place grenades to spread them apart

If you're high on health, I like to spread / kill with grenades and then take out any Jackals/Elietes first before taking out the Grunts (try to move the grunts into their own group seperate from an elite, they can be a pain togeather)

Overall, just shoot--kill-and defeat

thats what i do with my friend we just find a big rock and one of us goes out in the battle field and the other one stayes and waits for the other person to come back it works but it takes a long time

double punch - melee grenade melee, crouch at the top of your jump and you can jump higher, and in multiplayer if you melee someone in the right foot they will instantly die.
