It's because it's a way of pushing people away from dying games and onto new ones.
THink about it, a game is released. The DLC is released with it, now naturally you expect that people would buy your DLC because the game is new and hip. Over time this continues to work, introduce specials so those who are waiting can still get the games they want and aren't driven away by high prices and you've made yourselves some nice sales.
Then your next product is released, you don't want people to continue to play the original one they've already paid for, you want them to spend again on the sequel game. So by keeping the prices, you ensure that no new players will go to the older game of yours, and by forcing all players to have any DLC you've relesed already to be able to play your game online in any way, you encourage customers to buy your new game and ignore your old one. OR you encourage a few to buy your old DLCs are a high price, play the original game for a while and move on anyway like the rest of the customer base.
IT's just marketing, and it's win-win for Bungie and microsoft regardless.
