-Keyes did not interpret that it was a weapon. He simply overheard the guards refer to the rings as "Halo." He probably heard it via translation technology.
-Cortana is the one who guessed that the Covenant believed it was a weapon. Why might she have guessed this? Well, let's remember how the Covenant themselves talk about the rings:
"I shall light this holy ring, release its cleansing flame, and burn a path into the divine beyond!"
Sounds like a weapon with "vast, unimagineable power" to me.
-Why do the Covenant know about the Halos? Well, their religion is largely founded upon the idea of poking about the galaxy looking for tidbits left behind by their gods when they ascended by setting off some hula-hoops 100,000 years ago. They learned all this stuff from in bits and pieces from Forerunner artifacts and whatnot; their knowledge unfortunately has holes in all the wrong place.
As OrderedComa said members of the Covenant spoke english in Halo: Combat Evolved. As the games progressed the Covenant spoke less english because Bungie wanted them to feel slightly more alien.
Wait, what? In Halo's 2, 3, and ODST, the Covenant speak nothing but English, aside from the jackals. Halo CE has less alien english use than any other Halo title except Reach, and even then it was only used for comic relief. The Covenant arguably feel vastly more alien in Halo CE than in its successors. In Halo's 2 and 3, they specifically made the elites more human for the purposes of trying to let people relate to them more, because the storyline has the elites joining forces with mankind.
