I loved ODST, I don't see why people hated. I do have some ideas of my own that I would like to see in this "ODST 2".
My ideas are:
-I think we would need to give this game an RPG feel, so that means we get to pick male or female, make the face look like your face, and be able to select specials for your character.
-I think the introduction of armour abilities would be cool in this game. We should always have a flash light and the sprint option along with the capability to climb over objects. BioFoam would let you heal yourself and team mates health up to 75%, Jet pack, VISR which has thermal/inferred/the outline system from ODST, and flare which is you shot up a flare and there is now an arrow on everyones FOF.
-Fall damage should stay, assassinations are in, always have a knife for stealth kills.
-Be able to customize your weapons to an extant.
Example: Base AR -> Silencer: none, Scope: None, Ammo: Standard, Full auto.
Custom AR -> Silencer: Yes, Scope: x2 multipier, Ammo: AP, 3 round burst.
-A complete armoury:
Helmet
Shoulders, Left and Right
Torso
Knife placement
Thighs, Left and Right
Wrists, Left and Right
Hands, Left and Right
Kneepads
Backpack like Micky has.
Visor Colour
The armour you choose should affect game play, so if you are this big bulky dude you are going to take more damage but be slower.
Emblem customization such as in Call of Duty: Black Ops
Have a colour wheel for selecting your colour, be able to paint each armour a different colour.
Will be thinking of Campaign and Multiplayer ideas in a later time.

each type of attachment need to have a defined set of pros and cons in order to maintain the halo balancing feel. for weapons i think that you should have the choice between two of the same type of weapon to determine starting weapons, for example, M6G or M6C, MA5C or M7 SMG, BR or DMR, and than attachments will be assigned not choosen in campaign, and for multiplayer, one attachment only, some such as suppressors will stay in campaign and firefight.
armor should be unlockable in sets, for example both the left and right shoulders are bought together in the armory.
leave emblem customization to call of duty. focus more of armor component customization.
one of the multiplayer species should be brutes, just like reach, each species have their own pros/cons.
campaign should be a split narrative following both buck and dutch in seperate squads until at one point their squads end up folding into one another. the story follows these two on interlaced mission, often each squad being assigned to a mission the directly affects the other squad (destroying wraiths or AA batteries). the campaign culminates with buck and dutch's squad trying to help a lance of elites defect in 2551, near the end Brutes will be encountered for the first time and all hell brake lose. ends with death of all but one of the Elites, huge ONI cover up, Spartan-II timely intervention, and the death of most of the squad, thereby leaving existing canon intact. AND NO NAMELESS, FACELESS CHARACTERS, I'M GETTING SO SICK OF THAT!
