It's the same as any other aircraft. Any aircraft will go down after a while if one of it's Engines aren't working.
many of todays modern twin engine aircraft are fully capable of stable flight with a damaged engine.

Halo 3's last level. They managed to fly a damaged pelican to 04[2].

is the pelican powerful enough to launch vertically into space?
No. Even the Saber required assistance.


Umm no, the pelican can enter space through the atmosphere, Long swords are able to do so and a few Marines and Johnson managed to escape halo with a pelican, there's no where in canon that stated that pelican was ever unable to reach escape velocity from the atmosphere into space.
And the Unsc are just made up of a bunch of idiots, they already have a bunch of craft capable of leaving a planets atmosphere under their own power, but i can't find any justification for the Saber needing assistance.
That whole sequence for the saber going into space is for it to look cool.

As I said earlier in this very topic, it may not be for 'assistance' the booster rockets are probably in place to get the saber into orbit in the quickest method possible.
