By giving enemy AI cheap advantages (mostly seen in Brutes in a attempt to make them like Elites (i.e. Halo 2 Brutes can take a lot of damage, Reach Brutes can't be assassinated if they have seen you, Halo 3 Brute Chieftains, War Chieftains can't be stuck, needler projectile disappears upon impact with their power shield and armor, making supercombines on them impossible), but also seen in increased damage, damage resistance, and shield resistance for enemies) Bungie has worsened them (mainly Elites and Brutes) with each Halo game, and with Reach.
They should have stuck with the melee range being long (you can't go around Elites after they melee like you can with Halo 3 Brutes) and focused on AI intelligence and evasiveness and perhaps stealth.

While Elites are undeniably badass, I don't understand people who prefer the original's Elites over Reach's Elites. I think more Elites killed themselves by rolling off bridges on AotCR and T2B than were killed by me.Observe AI effectiveness after modding (it would have been better if I had done it with a Elite Major. They don't charge at you). Notice how the Zealot simply moves to the left or right.
