It's all gameplay.

Personally, I would hate it if the weapons were pieces of shyte. Anything less advanced than Halo 3, gameplay wise, would make it impossible to get a kill.

Because of gameplay. Anyways, Reach had most of the UNSC industrial power, so mostlikely some weapons were only made on Reach and no where else.

The weapons in Reach are from a different branch of the military.

The DMR is a predecessor to the Battle Rifle, so its actually outdated. Not more advanced. The Spartan Laser also has less charge. The Sniper Rifle in Reach is also out dated compared to the one in Halo 3.

I'm sure there are other instances but these are the ones that come to mind.

Plus you could consider Reach a testing ground for new technology and seeing that there was only a several month period between Reach and the fight for Earth its understandable that some of that technology wasn't deployed yet.

Canonically - the weapons in H3 were made on a super-low budget with minimal materials. It would take too much time, money, materials and training to bother fielding homing missile launchers.

Besides, Halo 2's Rocket Launcher was able to lock onto air and ground targets, Reach's could only lock onto aircraft. Besides, the Reach, H1, H2, H3 launchers are all different models, and are stated to be such.
DMR, AR, Magnum, Shotgun, Sniper Rifle... well, all UNSC weapons asides from the RPG and Spartan Laser, have no real noticeable difference in technological advancement.

It's called a simple case of "We are going to an earlier period in the storyline, and graphically improvements make this pistol look way better then the one 'later on' in the timeline."

Even then, Reach to Halo 3 was only a few months.

pretty much this on both sides, reach was a massive battle between the two factions at the peak of their power, the covenant prepared for weeks and brought every single thing they had, humanity didn't want to lose their prime military hub, there were prototypes (such as aa's) that were swapped out for equipment after halo 2 and the MA5C which was a stripped down army version of the assault rifle

But basically, Reach was their prime military world, were everything was superior due to the developing of weapons and such, so it's no surprise that they have more advanced weapons.

I am a practicing traditional Catholic.

It's just to balance gameplay and keep things cool. It would be pretty annoying if you had to use worse weapons than the ones in Halo CE!
Besides, Reach is the centre of the military. It's going to have the best weapons.

More like 4 to 5 months before Halo 3. Reach takes place in July-August 2552, Halo 3 goes from November to December 2552.
