Hi all could you help me with understanding something?

I was playing the level "The Covenant", and I was on the last part, but when the flood HELP you, not betray you (basically on my way to kill the prophet).

This is when I heard Truth say:

"How could I have known the parasite would follow? Undoubtedly this is the heretic's doing."


When he said heretic, is he referring to the Arbiter, the Chief, or both of them?

I was thinking he was referring to the Arbiter because everyone in the Covenant called him a heretic and claimed him of heresy when he let the ring get destroyed in Halo 2.

Or is he referring to the Chief cause he's human and humans aren't in the Covenant?

I feel like it's Master Chief's fault because if I remember right, he was the one who let the flood out in the first place while going to get the index or something. I could completely have EVERYTHING mixed up, but I feel like what I said is right. Either way, Master Chief and the Arbiter both contributed to the flood making there way throughout the universe.

Actually the Covenant let the Flood out, the Chief got the Index to stop the Flood

That's what I think too, I just wanted to see what you guys thought he was referring to.

Referring to the Elites and the Arbiter. Earlier in the level The Ark, you hear a sermon of him saying that despite his hopes that more Covenant Loyalists would follow through the Portal, all that came though were "a rabble of Heretics (Elites) and their Demon allies." (Humanity)

Also, after the line where he says "This is the Heretics doing" he says "Clear evidence of treachery long hidden". That is most likely referring to the Elites and their apparent lack of conviction in their beliefs in the Great Journey and the Covenant. The Prophets and Elites also had a massive war at the founding of the Covenant, so it could be referring to that as well, in that the treachery is rooted in that war.
