The way I see, you take the risk when clicking links, it is your decision; on the other hand, if the image is posted directly to the post, you are bound to see shock images whether you wanted to or not.No matter how you look at it, a thread with shock images is against the rules. That's when the OP's suggestion comes in. He suggests giving only high-ranked members the power to create embedded images on posts, lessening the chances of someone posting shock images.
Again, I see little need for this feature to be given to any members at all. It's one of the things that makes the Bungie.net forums unique in my opinion. I just thought that establishing the feature for members as low as honorable to use (as the OP suggested) was way too little of a title to give this feature and power to if at all.
I see no need for normal members to post embedded images, though I do not see anything wrong with giving this ability to forum moderators on the Bungie.net public forums, along with giving administrators of private groups the decision on whether or not they or any other members may post embedded images on the group's private forum.
