Well, if the Krogan brings a really big sniper rifle and sits up a hill somewhere he could pull a win. But if he follows the standard Krogan MO of charging to close range he's just going to get flattened and incinerated. The Hunter is massively more powerful, much better armoured, and has a weapon that can easily kill the Krogan in single hit, it's viable against TANKS after all. Conversely, the Krogan's armour and shields are designed to stop small, fast-moving kinetic weapons, not a great glob of plasma. They are most commonly armed with assault rifles or shotguns that fire comparitively very small rounds compared to the ones in halo, and while they will cause damage to the hunter, the fact that it doesn't have internal organs per se means that you want to cause as much trauma and disruption as possible. Mass Effect rounds at their sand-grain type size are great for ammo conservation, but their stopping power against something like a Hunter is going to be a lot less than a larger, if slower, round.
As to biotics, doesn't push/lift max out at somewhere near 1500 Newtons? That's not going to do much to a hunter, it's far too massive, they weigh a couple of tonnes.
