Like Stalker stated above, thats part of the reason not a lot of people bought it/was popular.
IMO though, Halo 3: ODST had an amazing story, but honestly not that great level design. No real "memorable" levels like the rest of the Halo's (which really should have been everywhere since the main focus of this game WAS new levels with mostly existing assets), and the constant use of firefight in the campaign was annoying. I mean their good sometimes, but not every 10 minutes.
Besides from having not that involving campaign missions, it was good game, story, and told what happened during Halo 2 and 3 from a different point of view.
