That quote alone, plus the fact that oh, I dunno, there are hundreds of Covenant vehicles and infantry in front of sword, Banshees flying overhead, two huge AA turrets set up, and covenant inside of the destroyed building itself, I'd say it's safe to say, THERE WAS NO WAY IN OR OUT.
That base was locked down. It was as good as destroyed. The fact the Journal says she was moving freely in and out of Sword is laughable.
Then why, pray tell, was that landing pad still with absolutely no Covenant presence on it, and why were there two Pelicans sitting completely unharmed on said landing pad? If there was no way out then there would have been more to the level after you get into Halsey's lab fighting your way out of the area under SWORD. Or they would have shown the remain members of Noble fight Covies on the landing pad in the cutscene.
It was just horrible story telling. They have the base completely under covenant control. There was no reason for the pelicans to still be intact. The covenant had a huge number of forces in, and around the base. It should've been impossible to move in or out of the base.
Ah yes, because it is completely unthinkable that an ONI base would have some sort of secure/isolated landing pad? Or that Halseys lab would have a landing pad connected to it since it would be hard to navigate large crates/supplies through the sword base hallways?
