They'd be unshootable in the games if they flew at real speeds.
The closest I've seen is the Space Banshees in LNoS. They must be moving at a few hundred KM/H...

In the prologue for the book The Fall Of Reach, Master Chief mentions that a few banshees were closing in on his position at over 200 km/h. in the books they are portrayed as very speedy but vulnerable fighters.

Gameplay wise, i think it would be unfair if you could go 200 km/h in a online game.

1. nobody would be able to take you down
2. you would probably end up crashing and killing yourself because your going to damn fast.

So no, Banshees are not slow but they are considerably slowed down for gameplay purposes

Well, even then, why couldn't they let it move a little faster at non-boosted speeds?

As everyone else has said, game playability, but if you really want to try and link it up with the rest of canon you could consider the in-game Banshee to be operating in a 'ground-support' mode where it can hover and fly more slowly to provide a stable firing platform.

Since their primary role is infantry suppression this would kinda make sense, but it is grasping at straws.
