In the West the Rebels have claimed vicory over the region having secured everything up to the Tripoli province's boarder.
Gaddafi reportedly said he would allow international observers to run an election that if he lost he would step down. However, Russian envoy to Libya that talked with Gaddafi's son said Gaddafi has no intention of stepping down at this time.

Turkey is considering sending a military 'expeditionary force' into Syria to create a buffer between the protesting towns and the mass military crackdown, with or without UN approval. As an Arab Nation, Turkey can do so without world wide political ramifications, as the mass of Syrian Troops moving towards the Turkish boarder can be seen as an aggressive move. This also opens the door to NATO forces to enter the country without UN resolution if Turkish forces are fired upon, as Turkey, being a member of NATO, can legally request the intervention of their allies.
ARAB SPRING AS A WHOLE
Russia and China have issued a joint statement saying they will oppose any UN sanction that allows western nations to intervene militarily or financially in the Arab uprisings.
They even went far enough to say they would oppose it militarily if necessary.
