I think he's still in Libya.

If he went anywhere it would be by air and if that was the case the no-fly zone would be lifted.

they are celebrating to early. the battle isn't won yet. it wont be won until Gaddafi is dead or captured.
If he's not in Tripoli, he has no power at all, his millitary is defecting and rebelling like mad, his son TURNED HIMSELF IN, i give it a week and the dust will be settling. never hurts thought to be vigilant.

that said, if the NTC establishes itself it can invite NATO in for protection(even join NATO. they are more North Atlantic than Turkey) and henceforth no resolution needed for support in the future.
