There are at least 480 Special Ops troops in Libya right now.
250 JTF-2(Canada)
approx 50 SAS(UK)
40 CSOR (Canada)
20 CJIRU (Canada)
120 Task Force Arrowhead(Canada)
and an unknown number of CIA(US)
at one point there were a large number of other Special forces units there shortly after Moussa Koussa defected to England, but the other forces have had confirmation of their departure from Libyan soil.
I would put CIA SAD at twenty to thirty in country, max. The CIA is no were near as powerful as it is shown in the movies and is most likely deploying the teams to protect American interests and Humanitarian centers in country.

he was asked about military budgeting, and he replied with something about supporting the 120 TFA and 250 JTF-2 troops in Libya as well as protecting Arctic sovereignty. Basically it was a footnote in his speech justifying the $20 billion increase in military spending.
(if you are Canadian you can get a fair amount of specific details from election campaign speeches from Incumbent parliament members.
I am Canadian but I never really cared for election campigns. I simply find political droning too boring, as they seem to always focus more on rivalry and less on critical issues, though I do agree on the incumbent politcians comment.
