The answer is hidden in the minds of Microsoft employees. Those minds have little room for old games and so H2 to them is a needed sacrifice. They rather not think about how gamers are or how their fans work. They rather press on and expect a few losses but huge gains.
Probably that is how it worked or something similar.
The allure of Halo 2 is not apparent to them and doesn't matter.
Mistakes are made when one has little room for thinking about something and that is what I think occured, a big mistake if they wish to retain fans and gamers.
