I think that the colonies did not have too much fair representation in UNSC government. Ambassadors with little power, glorified figure heads. Much how the American Colonies were cut off by the British Empire.

The UN governs space, it is not divided by national entities but instead as a whole by the UN. Earth's ruling governments are no longer countries, but IGOs (InterGovernmental Organizations) such as the European Union and the United Republic of North America.

All of the colonies had governments installed by the UNSC and were also partially under the control of the United Earth Government. Some of the outer colonies didn't like this system and rebelled. It's actually remarkably similar to 1800s colonialism in space.
