In all seriousness, it's likely there's some mechanism that loads the spikes, and the wrist-flick is something to do with activating it.

I reckon...and this is just a thought..

The ammo packs seen in Halo CE had a tough outside but were gel like on the inside (being an air tight sack or sorts) When rammed into the needler it would tear the sack letting the gel into the mechanism

Flicking the needler made the internal mechanism force the gel through and harden it - turning it in the spike material we know today

Quite how it tracks targets I do not know, perhaps the gel is some form of smart gel with nanobots inside or an organic compound directed by magnetism from the needler ???

In the needle rifle, it has a clip like a carbine, it could have the same kind of thing with a flick mechanism. It doesn't need to though, the vampires in halo wars are giant needlers.

My guess is that the Halo CE ammo is like a gel pack or something, which releases the gel into and air-tight chamber inside the needler. Flicking the needler in a certain way opens valves which allow the gel to escape; solidifying into needles when it hits the air.
As for tracking? No idea. Gonna put that one down to gameplay mechanics.

My theory (which stems from Mass Effect 1's ammo system) is that those ammo packs are hardened and loaded whole into the Needler. When you shake it for a reload, internal mechanisms would shave off that hardened rock into the needle ports like a kind of cheese grater.

I believe the tracking just comes from some heat seeking part of the gel. But that doesn't explain why the needles don't track to you if you're invisible. But that is probably something we can blame game mechanics.

Damn, beat me to it. What Slasher said is probably the most logical thing. The internal mechanisms probably works like a fruit/vegetable cutter with the rock being chopped into thin, pointy shards. Kind of like this. Don't worry, it's a safe link.

In the books, the needle rifle is practically the "God Gun" for mid range engagements. It only takes one needle to take a marine out, and it homes in to its target. No gun could be better than that.
