ODPs operated in battle clusters of 3 with navy support.
300 spread out over the orbital surface area of a plant would give each cluster hundreds or thousands of mules distance from the next one assuming equidistant spread, thus only one cluster of 3 ODPs could engage Regret at once, the rest would be well outside the kill zone.
the Athens and the Malta were blown up by boarding crafts with bombs, leaving only the Cairo pumping out slugs. It still got plenty of kills, but in the end Regrets carrier managed to slip right by whilst it was engaging other targets.
All perfectly plausible.
The same goes for the second battle of earth nut on a grander scale, each cluster of 3 platforms dealing with its own little bit of Truths fleet. Its not surprising that a keyship could just stroll right by given forerunner transcendent technology and materials science, getting hit with an SMAC slug would have knocked it around good and proper though purely according to newtonian physics if not actually damaged it. Perhaps thats why we see it burning on re-entry at the start of halo 3, it came down fast and hard if undamaged.
