I hate everything, but it's not my fault.
I think that that rule is to prevent this scenario: This guy, let's call him BoB, likes Quake. He forms a Quake clan. Now BoB wants a website for his clan, but he doesn't want to pay for a domain, and free websites kind of suck, not to mention that they usually don't look too good. Then his friend, let's call him Moagim, is an avid Bungie fan, but he also enjoys a good game of Quake now and then. So Moagim tells BoB about this neat chapter system Bungie.Net has, so BoB makes a chapter for his clan, and tells all of his clanmembers to make a B.Net account and join. Now not only is Bungie paying for their clan's website, but they also have increased traffic from people who don't like Bungie games at all. So while Bungie doesn't mind hosting min-websites for its fans (like the Lost chapter and all the other off-topic chapters), they don't want people here just to exploit their generosity. Or at least that is how I interpret it, since the rule said "Bungie gamers," not Bungie games, which would prohibit all off-topic chapters.
