Well, I don't know if you noticed the massive battle before you enter the citadel control room, but, most everybody died. Aside from that fact, they were waiting for back up from the Human and Covenant cruisers which had recently been bombarded by the sudden introduction of the Flood.

Everybody was pretty much tied up and Master Chief, the Arbiter, and Miranda Keyes were all racing and blasting past massive covenant deployments in order to stop Truth, so most of the Marines/Elites would have been busy trying to subdue the enemy forces from ruining their plan.

So it all makes sense, you just gotta really be paying attention to what was happening in previous levels.

P.S. You know who's fault it really was, that little douche bag Guilty Spark, who was hiding and hopping that Truth would activate the Array. Little bastard!


Sparks didn't secretly want Truth to fire the Array. He didn't even want Truth screwing around with the Ark's systems. Did you pay attention to what was happening in previous levels? The Flood are on the Ark. Firing the installations in the galaxy would do NOTHING when the Flood is out of range of them. All he wanted was access to his precious new installation.
Gah! I guess this is more "This" than the last one.

Well it's not ideal, but Spark was hiding and then for no apparent reason suddenly reappeared when Chief found out about Installation 04 B.

A good question. One I asked when she died. When I finished the game I realized why.

Bungie wanted to add deaths to the game to make the storyline of the game feel dramatic and impactful towards the audience. Sadly, it wasn't. Johnson and Miranda suffered from one of the stupidest deaths I have ever seen in any video game. It's like Bungie said, "hmmm our story needs some emotion. Let's kill of these characters near the end of the game in an abrupt and unprofessional manner."
