Uhhhh....ya, they are. They used the rings and got themselves killed. Appearently, they did not make it to the shields worlds (no sign of civlization on Onyx world).

Contradiction seeing how earlier it said they left the orion arm (which makes far more sense when you actually think about it).
And to be honest the Forerunners are mor akin to the asgards than the Ancients.
If you consider Cryptum and the Precursors, the Great Journey and all of that, Forerunners remaining in the galaxy doesn't make much sense at all (especially since they wanted humanity to inherit everything, why would they still be here?)
And can someone please quote the part that says Orion arm only, because I've read that book cover to cover twice and have never seen a single mention of it.
You saw anton's post on how they only controlled a fraction over a fraction of the milky way. Seeing how the forerunners rise to power only started 25,000 years ago (construction of the capital) and they had only "modernized" their technology during their "war" with the flood; It makes more sense they they relocated unstead of leaving the galaxy out right.
I don't think they had the technology nor the prep to just leave the galaxy, and there are variables to consider.
Of course we'll need to wait for Cryptum 3 for that answer I suppose. Like you said, to many variables.

And I still can't find where it says Orion Arm.
