Since I have no idea what the mods are cooking up to deal with spam, I think the Hand Of Microsoft could be of use.
The simple answer would be that spammers names and emails would be logged and sent to .Net Passport Administration, where the spammers in question could have their .Net passport deleted and or banned. For example, if a Hotmail account was attached to a .Net passport, the account or passport could be deleted or locked for several days. Very painful if it is your primary account.
If the spammer was using an email far from the Hand Of Microsoft, the .Net Admin could still ban the spammer from creating a new passport for that account, or stop the spammer from registering a .net passport altogether, for any account.
Of course the IP would be logged, so the spammer could be banned from many Passport sites, and if the spammer was using hotmail, it wouldn't matter if it was a primary account or not. It's easy to run a scan and lock all accounts belonging to that IP.
Needless to say, this would make the spammers life a lot more miserable. I don't know that much about how automated, or restrictive, the passport system is, so I could be way out in left field here.
