Beating H2 on legendary requires different tactics than CE. I love CE, more than H2, but H2 is def harder on legendary, even without the skulls. The main reason it is harder is that many more of your enemies take higher and farther positions away, and are able to reach you with their fire. Jackals and Buggers make the legendary game more of a challenge until you pretty much know what is coming. That comes from playing it alot on Leg. That first time through all levels on leg, boy it can suck hard.
I do think that one mistake often made is to start using skulls before you know the leg levels well enough to anticipate rather than react. The skulls more often than not put you at a disadvantage, why make it harder on yourself before you are ready for that test? I didn't even know about the skulls until I had been playing H2 on leg for almost a year. Once I found out about them I was already good enough on leg to handle them, rather than them handling me!Halo 2 may have introduced long range combat to a certain extent, but that is not what made it so difficult.
It's actually because of how much damage they deal and/or their rate of fire and/or how weak your shields and health are.
It's also because Halo 2 was experimental. A lot of things weren't perfected until Halo 3 came.
As for the skulls, the problem is Blind. Black Eye is only a problem in some situations (i.e. Cairo Station).
But I can say that Metropolis is definitely doable on Mythic difficulty. The tunnel part might be the most difficult part of the level.
As for Cairo Station, the last battle was a killer for me (i.e. battle rifle headshots not working). I can definitely say that you have to stay in the elevator to take out the Elites. Nailing the closest is easy, but after that, it gets real tough. But when you kill the boss (plasma rifle and needler dual wielder) and/or a lot of Elites - I can't recall really - they will start coming to your position. I haven't tried the hanger battles nor will I attempt it.
As for starting the level with the skulls, it allows me to adapt to the level. I didn't know how Cairo Station worked when I went into it with 14 skulls. But I found all sorts of strategies for making most of it easier (for some parts, I only turned on 13 skulls and for some parts, I used a dev trainer).
First area's easy
second area can be bypassed
I haven't found a way to defeat the third and fourth areas (hanger battles)
fifth area might be doable (I skipped the Stealth Elites using cheats but I was able to easily take out the two Elites that kill the Sergeant)
sixth area can be bypassed
seventh area requires a simple grenade stick (don't cloak, just go towards the Grunts and Elite until you're near the box and stick the Elite and then cloak. Take out the Grunts while the Elite's distracted down below)
in the eight area, cloak as soon as the door on the other side opens, there are two small boxes that you can crouch behind, from which you can stick a Elite Ranger without being seen, and stick the other one, who will be hovering in the air. Then get on the brown box, cloak, and stick the Elite Ranger. To take out the other two Elite rangers, use a long distance n00b combo.
I haven't tried the ninth area, but the plasma grenade explosion doesn't seem to kill Drones. In the event that it doesn't work, target the Drones that came near the metal UNSC shield. I think the Elites and Grunts coming out of the door onto the elevator can be bypassed, but surviving Drones might shoot you if you try to go down.
The tenth area should be doable, although I don't think the bypass trick works.
