According to the book, there are some points to take in consideration:
1: There were originaly 12 rings, 5 got distroyed during Medicant Bias's raid over the Forerunners homeworld. (please correct the numbers if Im mistaken). The resf of then managed to scape destruction through emergency maneuvers (pre-programmed contingency protocols).
2: The rings are transportable, forerunners used the portals to move them and align them as they please.
3: It is safe to asume (according to Halo Cryptum + the Halo 3 Terminals) that the Didact took direct control (along with the Librarian) of the remaining rings during the rest of the Flood-Forerunner war. Obviously they would need to hide them from the flood, meaning, they could not hide them anywhere that an infected Forerunner related to the project could figure out, since the flood absobs their knoledge and memories.
4: The rings are programable to be automated when it comes to moving or aligning, evading coalitions, etc. But they cannot be programmmed for automated activation.
Even if what is shown in Halo Legends is true, the rings could have been programmed to move away once they fire away. This is the theory that makes sense to me.
If you guys read Halo Cryptum (the later chapters) and the conversation between the Didact and the Librarian in halo 3 you well get tons of answers like this one.
