Most likely. hmmm...I wonder why they didn't have a self destruction devise after they fired. Then there wouldn't be this problem. But without, then the story would be killed - Covenant wouldn't desire the Forerunner which would ruin their religion (I think) and then have never attacked Humanity.
The Forerunner had no way of know that the Covenant would revere them as gods. Nor would they be able to tell that they would almost obliterate all Human life.

And it is most likely that the Forerunner left the Halo's there just incase the Flood threat came again after they had purged the Galaxy. They handed the Mantle down to the Humans after they were gone, so they were to protect the Galaxy, and even if that means having to make the same sacrifice.

Perhaps it lacked the components that other Halos have, making it little more than sacred ground for the Covenant.

Drift, the rings were moved away from any homeworlds to prevent somebody from stumbling into it and activating it again.

Or, as some theorize, in Origins it's Cortana's telling of the data she got from halo. Maybe they didn't appear over the homeworlds of the Jackals, Elites, and Brutes.

According to the book, there are some points to take in consideration:

1: There were originaly 12 rings, 5 got distroyed during Medicant Bias's raid over the Forerunners homeworld. (please correct the numbers if Im mistaken). The resf of then managed to scape destruction through emergency maneuvers (pre-programmed contingency protocols).

2: The rings are transportable, forerunners used the portals to move them and align them as they please.

3: It is safe to asume (according to Halo Cryptum + the Halo 3 Terminals) that the Didact took direct control (along with the Librarian) of the remaining rings during the rest of the Flood-Forerunner war. Obviously they would need to hide them from the flood, meaning, they could not hide them anywhere that an infected Forerunner related to the project could figure out, since the flood absobs their knoledge and memories.

4: The rings are programable to be automated when it comes to moving or aligning, evading coalitions, etc. But they cannot be programmmed for automated activation.

Even if what is shown in Halo Legends is true, the rings could have been programmed to move away once they fire away. This is the theory that makes sense to me.

If you guys read Halo Cryptum (the later chapters) and the conversation between the Didact and the Librarian in halo 3 you well get tons of answers like this one.

Regardless of whether they found it, they wouldn't be able to fire it. Only humans can use Forrunner artifacts.

No, she was flash cloned from Halsey's brain in 2549 in the same process any other smart AI would go through. There's nothing special about Cortana.

Remember this. Everything about Halo Reach the game is not canon.

The main characters shouldn't exists, the plot shouldn't exist, heck there are so many plot holes that if were canon then Halo CE wouldn't exist.

Reach =/= canon. Down to every small detail.

It's likely symbolism based off the artistic interpretation of events, it's what symbolises the religion of the COvenant and what holds them together rather than the Ring literally appearing in front of Eayn, Sanghelios, Doisac etc.

Eaxctly, it is not a factual representation of the actual locations for the rings. Don't take it so literal.

"Origins" 1 and 2 are canon, but they are told from the perspective of Cortana, who is older than seven years and therefore on the cusp, if not over the edge, of rampancy. Therefore, her interpretation of events is not necessarily what actually happened.
