I'd take a giant city level, about 15-20 sq miles, with main streets wide enough to maneuver two Scorpions, not to mention side streets for Warthogs and Ghosts, and alleyways for SMG'ers. Enough space in the map for 100 - 200 players to maneuver. Hellipads with Banshees and human airships (if any). 20-30 buildings that you can enter, fully destructible(sounds like fun with the Scorpions), with plenty of sniper and mg positions (turrets in several windows). A park off to one end, with a lake and a zoo. A river running through the middle of the map, with destructible bridges and tunnels, wide enough for 2 Scorpions. Extensive, maze-like catacombs running underneath the city (a la Paris) with acces to the Sewers and Subway systems, and several strategic positions throughout the level. Four skyscrapers, with destructable windows and such, that you are free to enter.
Two teams spawn in the skyscrapers respectively, one team spawns in the subways/sewers/catacombs, and another in the slums. Each team has reasonable access to weapons and vehicles. 20 min time limit for CTF, and 400-600 kill limit for each team on Team Slayer.
Include a night version of this map, where you could shoot out the streetlights, or stand in the skyscrapers and watch the banshees fly around, and see the plasma mortars from the Wraiths soar over buildings and detonate. You'd have to keep your flashlights off or risk being tracked due to the lights, or watch as your muzzle flash illuminates your enemies.
With voice chat, you could put a sniper in one of the skyscrapers to scout out the city, and call in an air strike. You could fortify your team's section of the map with vehicles and use the catacombs to infiltrate the enemy's section and steal their flag. You could use the Wraiths as artillery and take out enemy fortifications.
