I'd make a multi-tiered level with sniping points above, but plenty of cover below, in a spiral shape.
In the center of the map would be a big drop-off that would go from the top level to the ground level. There would also be a "basement" and "roof" area, but those would be separated from everything in between, except by the ladders leading to them.
Four tunnels at opposing sides of the map would lead to "bases", with branching tunnels meeting and blending into other areas of the map.
In the basement would be a wide open area, good for vehicles, but with low light. Night vision would come into play here. A nice idea would be to toss grenades down through holes in the top of the room.
The roof is outside, as are the "bases". So you can pick up a Banshee from the roof and make your way to the other team's flag point of CTF, but there are also gun turrets on the roof, so getting back to your base would be tough.
It would be possible to climb on the outside of the level up to the very top by "climbing" ledges. There are also shutters that could be pushed out to see out from the inside.
There are switches that can be activated, cycling the tunnels. That means that whenever someone activates them, the tunnels leading and bases would move, alternating positions. Of course, everyone would be notified when this happens.
The roof can't be shot off, but holes can be put into it by rockets or grenades, allowing the Banshees into the heart of the structure.
The bases' tunnels can be collapsed at either end, but it would be possible to unblock them with a well-placed explosive. If anyone gets trapped inside them, there are ladders leading into the basement from them.
