ODST's another story, though. You can feel the tension between the team, between Buck and Romeo, Buck and Dare. You can see how Dutch just tries to satisfy everyone. Mickey is unsure about his missions. It's all there. Personality. Reach lacked this.
Please. You can read just as much into these characters as Reach's. Halo 3: ODST's characters weren't any better then Reach's. They really didn't develop (much) either. It's just that their personalities were more entertaining as opposed to Noble Team.
All of Noble team was working together and you had some real character development (although, minor). Each character bounced off the other, and it all lead to the feeling that this was a real Spartan team. Jorge and Emile obviously don't share the same mindset. Kat and Carter are in a bit of a co-leadership, with Carter trying to play it by the books while Kat always has an alternative solution. But Carter is clearly in charge. And Jun has is own thoughts and opinions about each situation they're in, such as "The Package" level where he would rather the team find their own way out instead of listening to a machine.
Plus the confrontation with Halsey was exemplary in a storytelling sense. Jorge, clearly friendly with Halsey, does most of the talking. Kat is confronted by someone who is clearly her technological superior, and she's clearly at odds with Halsey from the start. While Halsey feels she's always had control of her Spartans, Carter does not. Her and Carter are at very polar opposites at this point..."Are you a puppet or a Spartan?"..."Just some suggested reading ma'm"... The bit where he gets her back. This moment developed each of the characters, and the unit as a whole.
Point is, both stories in ODST and Reach weren't as good as they could've been since they were character based. Both sucked at it. I love both campaigns, but I'll admit that the characters and story lacked.
Gameplay wise, my friends and I have had more fun in Reach, but ODST clearly has the better atmosphere.
EDIT: Also, I choose Reach.

Yes, of course noble team had personality, but look at how much more it is emphasized in ODST: Emile says, "Big man forgets how sentimental he is."(or something like that).
Romeo litterely punches you awake and tells you something "Wake up buttercup" in a way that puts you down into the spot as newbie, worst on the team.
The example from Reach wasn't that good, but I rarely play it. If anyone knows a better one then go ahead and say it.
