During the cutscene in Halo 2, where the Prophets give Thel 'Vadam the position of Arbiter, the Prophet of Mercy says this,"The tasks you must undertake as the Arbiter are perilous, suicidal. You will die, as each Arbiter has before you. The Council will have their corpse." In short he says that they will Arbiter's body when he dies. In Halo Wars, when Sgt. Forge kills the Arbiter(the one in Halo Wars) you can clearly see one of the Spartans pushing the body over the edge of the Apex Site (it over hangs a very deep gap). How does the Covenant recover his body and retrieve the armor? The entire planet exploded. The only explanation I have for this is that the Covenant made a new set of armor and just ignored the fact that the body was never recovered. What explanation do YOU have for this?

My Grandfather was a Desert Ranger, my Father was a Veteran Ranger in the NCR. My father was killed by Caesar's Legion and they took my Brother. It's now my responsibility to uphold the mantle of the Rangers and avenge my Father and find my Brother.

They made a different set of armor for the arbiter in Halo Wars because he was such a massive elite.

Mercy was referring to the council calling for Thel 'Vadam's execution. Being chosen to be an Arbiter is thought to be a death sentence.

They just create new armor. Did you notice that Ripa 'Moramee is much larger than Thel? There is no way that he would have fit into that armor even if they recovered the body.

When Mercy says that "the council will have their corpse" he means it in a metaphorical sense. They won't literally have a body to play with, but Thel will die for his failure to protect Halo.

Then why do they have all the other Arbiter bodies. There in the Mausoleum of the Arbiter, were all the bodies go when they die.

It's more of a memory site, bodies yes, but not all bodies can be in there if the Arbiter's go on suicide missions.

Empty coffins. I've read a theory/statement which said they have many suits of the Arbiter armor, when one becomes too damaged to use or is lost, they pull another one out. If they can recover the body, the arbiter is entombed there.

Mercy was partly referring to the fact Thel was expected to die doing his missions, which is what the council demanded.

I remember reading somewhere that one of the concepts of the cortana level was fighting a wave of Flood Arbiters. If this concept is canon then not all the coffins are empty. I imagine there's more than one Arbiter armor.

Yeah, you were originally going to go through the Mausoleum, and fight off the infected corpses of the previous Arbiters.

Yeah, you were originally going to go through the Mausoleum, and fight off the infected corpses of the previous Arbiters.

That could have been either awesome or very tedious.

I think that if it was possible, they would retrieve the corpse, but if not, they would just keep an empty coffin. The prophet's words are more symbolic than literal.
