It's tied to the Xbox not the account. You can use you're original gamertag on the new xbox and get host.No you can't.
Host bans are applied to the GT involved if it's due to something like Standbying. If it's just for having a bad host record, then it's the Xbox. I know that the account gets host banned the for the aforementioned scenario.
I recovered my account onto a friends Xbox, he got host every game. I used a new account, we swapped host every game. I was host banned for standbying.I got a new xbox last weekend and I'm using the same account and I'm getting host with it. Also, host bans can expire. I know someone who was host banned for about a year, and then he started pulling host again. He was pulling host every game, then just stopped for a year, then started pulling host again every game. He made new accounts on his xbox and he got host (while his other one wasn't).
So, I don't know exactly how to explain it, but accounts can get host banned, or at least it very much seems like that. I am of course talking out of my arse, but I'm fairly sure on what I am saying.
