I reckon the Reach defence co-ordinators were complacent. Knowing there were 20 super MAC's in orbit, as well as defence fleets, must have filled them with confidence.
Considering the biggest fleet the UNSC had encountered up until the Fall of Reach was not even over 100 enemy ships they probably thought the 20 cannons would have been enough.
Bet when 700 or so enemy ships showed up there was a lot of "told you so's" follwed by some hasty bag/pant packing.
Only 340 ships arrived, not 700, this has been shot down several times.
Although overall the Covenant had over 1,000 ships before Reach fell. 340 on the attack force for Reach, 300 orbiting the Unyielding Hierophant, and probably a few hundred more orbiting High Charity, the Covenant were massive. Although 1/3 of the Fleet over Reach was destroyed, and all ships orbiting Unyielding Hierophant were vaporized so 400 ships were destroyed in a matter of a few weeks.
The Covenant were left with around 500+ ships a few days before Halo 2, while Earth had 300 SMAC's and only about 100 ships. The Covenant took down 2 SMAC's, all it took and it made a hole in the defense of Earth and pushed through, Regrets fleet damaged the Home fleet, Truth's fleet finished the job.
They were so stupid, once the great schism happened, the Covenant pretty much cut their fleet in half, so prior to the battle of the Ark, Truth had at most 300 ships, once he betrayed the Elites, he still outnumbered the Elites, although he lost the great shipmasters that are the reason the Covenant got so far in the war.
After this, the Covenant seperatists were at a strength of at most 150 ships, the Elites, having only a third of this size, mopped the floor with them.
It's like Leonidas said "Numbers mean nothing."
