UNSC budget is so massive that they can colonise entire worlds and build entire fleets.

Their budget makes ours look like nothing.

The UNSC had 800 worlds in its territory to exploit, and over 23 billion citizens. I imagine that it is an economic powerhouse, at least compared to us.

The person who said participating is important, not winning, obviously never won anything.

The UNSC runs of taxes from multiple colonies. That gives them WAY more than enough to produce those weapons.

With the fall of the Outer Colonies and later the Inner Colonies, the UNSC starts to fall under economic stress, but nonetheless is still capable of making what they need. Their main problem wasent money, but factories and industrial zones that were slowly being taken out with the Covenant onslaught.
