So it has occured to me that the Spec Op covenant in halo 1 are not placed in until the end of the game. I understand that this is for reasons like they were sent to fight the flood, and that bungie placed them there so that it would add a hardness to the level that was not there before. But why were they not deployed elswhere? I ask this because surely the covenant must have known the precense of a spartan, one of a very few humans who gives the Covies a run for there money? And why were they not placed at more key locations, like the control room of halo?

At the time CE was made Spartans were not a very "known" threat to the Covenant. "Demons" were reported to be sure, but not confirmed until the Halo event.

All the retcon in the last 8 years has changed that up a little, but even with that, the Covenant would have no way to know that a random ship escaping what they thought was the human homeworld would be transporting a Spartan.
