As a friend and I were talking about earlier, Halo's gameplay is quite complicated for bots to be playing in the Multiplayer. It would be much harder to write a script for a bot to play in Halo than Unreal Tournament or Quake. There are bot scripts now that might prove to be intelligent enough (for example, Team Fortress 2's bots) So, at the time that Halo 2 was made I don't see bots working out very well.
By the way, to what was being said about bots in Halo Custom Edition, they're terrible. They are absolutely good for nothing. They don't represent any sort of multiplayer action.

Look at Unreal Tournament 1, the Bots travel in the exact same routes every time, game play gets boring. Even Gears of War 2, bots are boring to play against online as in Deathmatch as they cannot think for themselves.You're looking at bots from the '90s. Another thing: It has been quite a while since I played the first UT, but, don't the bots only follow certain paths up until a certain level of difficulty? I don't remember the Godlike bots being anything near predictable on any of the UT games. (Goes to see on UT2k4 since I don't have UT99 on this computer)
Edited after playing: Nah, doesn't seem like they're running on a designated track. Also, the UT games do have custom map support, so, they can't be running on tracks there. (Forgot about that when I originally replied)
