Sorry if this is a double post...I'm not going to check while I post this. First off, it is entirely possible that they are Born on Boards, or Elites with no actual heritage (Unlike the ones born on Sanghelios.) Second, when they disappear into thin air, they are CLOAKING. Every Elite can do it, these ones just activate cloak then escape. Third, perhaps they avoid combat because they are important to the Covenant and they are not honor-bound to fight. (Which would make sense if they are Born on Boards because they wouldn't feel obligated to serve the Sangheili code of honor.) As for them not being mentioned anywhere else, I can't explain that one.
Obviously this is all speculation on my part. Except for the cloaking, I'm almost positive on that part.
Ever played marathon? A BOB, or a "Born On Board", is as the name implies; someone who was born on board a vessel. In the second game (durandal) they would teleport out of the area once their objective was complete, much like the modern BOBs. The other covenant don't do this, regardless of whether or not they can (what would be the point in the drop ships if they could?). So no, not cloaking, actually teleporting.
I've shown that they don't avoid combat, sometimes joining the others to fight, sometimes running, sometimes hiding. They seem to want to serve their own purposes, which you're right, could be a code of honour thing. They were born on the ship, didn't sign up for the military.
And them not being mentioned elsewhere? Obviously not, we're in the process of wiping them out. Lol.
Long story short: Great ideas, but no, not cloaking.
You may, however be confusing the BOBs with Ossoona
Anyway, Update time: I'm still convinced that BOBs do exist on Exodus and NA, but that there are specific requirements for finding them. I'm going to be testing out a few things in the next week or so, including (but not limited to) trying to Frog Blast the Vent Core.
