One system requires a -blam!- ton of man hours, quite a few of which will be wasted man hours, because the reporting system can easily be abused by people maliciously reporting things just because they don't like a person, or because some guy owned another in matchmaking, or, hell, because it's Tuesday and on Tuesday this guy is offended by map variant descriptions that start with "No one knows...".They can use the exact same system that they use for forum posts. It works well enough.
Posts that get reported aren't immediately moderated. If enough people report them, they enter a queue for the moderators to look at.
Of course, that would only really work with Reach files if a Report option is added to the in-game menus -- where it should've been to begin with.

I usually consider you quite reasonable and a decently intelligent poster, but on this issue you're coming off as another bandwagon rider trying to find some way to go "ho ho ho, gotcha there, Bungie! Now you have to take away ALL the rules! neener neener!"Thank you for the compliment.
As for "riding the bandwagon"? That's not what I'm doing. I'm not yelling at Bungie just to yell at Bungie. I'm not even really yelling. What I am saying is that they are attacking a very minor issue -- tags -- while leaving a much larger issue -- the files themselves -- untouched.
Again -- they already have a very effective system for reporting offensive content, which they use on the forums. I see no reason why that system can't be ported to the file system. If it is already in use on files, then it can -- and should -- be made more effective by allowing users to report files in-game (which is where most of the trash is actually seen).
