Yes the Arbiter is an Elite. More importantly he is the Elite that lead the Covenant fleet against Reach, and he failed to stop the Master Chief from destroying the Halo ring on the first game. For his Failure he endured torture and was given the mark of shame. The prophets Ultimately decided on a punishment that could lead him to redemption. Becoming an Arbiter. (His name was not Arbiter before Halo 2 I just don't remember what it is)He is my Favorite Character in the series though. And he does redeem himself and his race, but not in the way truth wanted.
