I was wondering if the "refractive coating" is the "shields" of the MJOLNIR suit?

No, it's an actual coating applied to the surface of UNSC armour, used before Mjolnir was equipped with energy shields.

I believe the refractive coating on the Mjolnir suits refer to the topcoat they apply to the metal much like the infrared dampening paint topcoats they use on the V-22 and the F-22. It gives these aircrafts a stealth quality.

To support this theory, the paint scheme of the V-22 has the same luminescent quality they describe the Halo novels.

Wasn't the refractive coating the thing that helped the armor dissipate plasma better when hit?

I don't think so, because at the time it was being developed, they hadn't made first contact yet. By the time the spartans actually got it, they had, but I doubt it was enough time to impliment that into the armor.

The outer shell of the all MJOLNIR suits is covered with a refractive coating to help disperse the heat experienced from Covenant energy weapons.
It looks like it is used against plasma.

actually, yes. thats why plasma weapons takes longer to kill (once shields are down) than projectile weapons.
