If I'm right, the only Spartans to recieve Mark VI are:
Fred
Kelly
William
John
This isn't counting the prototype worn by Team Black.
So Class-I received their Mark V in July 2552 and the 4 listed above recieve the Mark VI a little bit over a month later.
Of course one could say that the Mark V has been ready for a while since Noble recieved theirs in 2551.
Anyway it seems so sudden that the new generation of MJOLNIR came out so soon. It took nearly 25 years to get the next set out and then just a year later for the next?
Halsey explains in her jounal that ONI wanted project MJOLNIR's progression through models to be done in stages, as in only a finished product would be fielded, for annual budgety beaurocratic reasons. Halsey worked around this by having the Mk. outline but she also kept adding updates in between the release of each Mk.
Mk. VI was being worked on all along, hence it's quick release.
My point is, there must have been a total of 32 sets of Mark V made total before the Fall of Reach. (26 S-IIs total for Reach, 6 for Noble (including Thom)
What about Echo, Gauntlet, Headhunters and N6? There would be a small surplus of suits and parts exta.
So I'm guessing the purhcase for Mark VI was made before the Fall of Reach.

So we can guess that all Mark VIs are on Earth.
Parts for M. VI were on Reach. Red Team received upgrades for their Mk. V from Halsey there.
Now I'm guessing that there must have been 31 sets made. That is if though, Noble Team was to recieve Mark VI.
Again, your numbers seem to low. Noble got V, no reason to assume they wouldn't get VI.
Anyway since Reach's fal occured so soon, we can guess that the Mark VIs may have already been made, or most of them already made.
So what I'm wondering is.......what happened to the rest of the Mark VIs?
Presumably in storage on Earth. seeing as there were alot less Spartans at the time than anticipated.
I mean it could be somewhat possible that Kurt had some of them given to some S-IIIs like Rosenda, but that is only if they were as big as S-IIs. S-II MJOLNIR is bigger than S-III MJOLNIR.
First of all, MJOLNIR is a standard size and is form-fitting to the user. They are not custom made as far as I'm aware, except in extreme cases (Jorge and Sam[?]). Secondly, Noble Team are the same height as the Chief, an average Spartan II. Jorge is abnormally large, even for a Spartan, hence the larger armour.
